THAT the agenda be confirmed.

THAT the minutes of the Council meeting of December 12, 2023, and Special Council of December 12, 2023 be adopted as presented.

THAT Communication C1 be received and referred to the respective item on the agenda.

THAT Items 1 to 28 of the Committee of the Whole (1) Report No. 1, with the exception of the items identified for separate discussion, BE APPROVED and the recommendations therein be adopted; THAT Items 1 to 4 of the Committee of the Whole (Public Meeting) Report No. 45, BE APPROVED and the recommendations therein be adopted; and THAT Items 1 to 1 of the Committee of the Whole (Working Session) Report No. 44, BE APPROVED and the recommendations therein be adopted.

THAT Item 15, Committee of the Whole Report No.1 be adopted and amended, as follows: By approving the recommendation contained in Communication C1, memorandum from Deputy City Manager, Planning and Growth Management, dated January 29, 2024, as follows: The Deputy City Manager, Planning and Growth Management recommends that the word “or” be added to recommendation 2c and “local newspaper” be replaced with “City’s Website” and that the recommendation be replaced with the following: c. If no objection is served on the City Clerk within 30 days of the date of publication of the Notice of Intention, Council shall pass a by-law designating …… and a copy of the by-law shall be served on the Owner (or City of Vaughan) and Ontario Heritage Trust and a notice shall be published on the City’s Website.

THAT Council reconvene at 1:38 p.m.

THAT Item 1, Committee of the Whole (Closed Session) Report No. 2, be adopted and amended, as follows: By approving the confidential recommendation of the January 30, 2024 Council (Closed Session).

THAT the following by-laws be passed: BY-LAW NUMBER 001-2024 (Council, December 12, 2023, Item 11, Committee of the Whole, Report No. 52) A By-law of the Corporation of the City of Vaughan to amend Sign By-law 140-2018, as amended, to add administrative monetary penalties amounts for placing signs on infrastructure.
