THAT the minutes of the Council meeting of October 20, 2021 be adopted as presented.

THAT Communications C1 to C19 inclusive be received and referred to their respective items on the agenda.

THAT Items 1 to 11 of the Committee of the Whole Report No. 49, BE APPROVED and the recommendations therein be adopted; THAT Items 1 and 2 of the Committee of the Whole (Public Meeting) Report No. 50, BE APPROVED and the recommendations therein be adopted; and THAT Items 1 and 2 of the Committee of the Whole (Working Session) Report No. 51, BE APPROVED and the recommendations therein be adopted. THAT Items 1 to 19 of the Committee of the Whole Report No. 52, with the exception of the items identified for separate discussion, BE APPROVED and the recommendations therein be adopted; THAT Items 1 to 7 of the Committee of the Whole (Closed Session) Report No. 53, with the exception of the items identified for separate discussion, BE APPROVED and the recommendations therein be adopted;

THAT Item 3, Committee of the Whole Report No. 52 be adopted and amended, as follows: By approving the recommendation contained in the report Deputy City Manager, Planning and Growth Management, dated November 9, 2021, subject to approving the following in accordance with Communication C18, memorandum from the Deputy City Manager, Planning and Growth Management, dated November 15, 2021, as follows: 1. That Recommendation 3. b) of Item No. 3 of the Committee of the Whole Report (2) No. 52, dated November 9, 2021, be deleted and replaced with the following: “3. b) the implementing Zoning By-law Amendment is prepared to the satisfaction of the City and shall include the Holding Symbol “(H)” which shall not be removed from the subject lands, or any portion thereof, until the following conditions are addressed to satisfaction of the City, in consultation with CN:”

THAT Item 11, Committee of the Whole Report No. 52 be adopted without amendment and the confidential recommendations made public upon Council ratification: By approving the appointment of Marina Di Battista to the Older Adult Task Force be made public. THAT Item 14, Committee of the Whole Report No. 52 be adopted and amended, as follows: By receiving the following Communications: C7. Patricia Qaqish, dated November 9, 2021; C8. THAT Item 4, Committee of the Whole (Closed Session) Report No. 53 be adopted without amendment.

THAT Council reconvened at 3:38 p.m.
